Really, they announced it as one of the biggest inventions in history... come on. Sure, it's cool. But really, what is it really but a fancy motorized scooter, that you can buy for about 300$. And besides the motorized scooters are much more portable. No thank you, too pricy, too big, too heavy. I doubt it really catches on. I can't see anybody, but a few rich old men, that would buy it. For WBA files, you need Windowblinds (http://www.windowblinds.net), for IP file, you need IconPackager (https://www.stardock.com/products/iconpackager). Although if all you want is the icons, you can just rename the IP extension to ZIP, since it's really just a zip files. You'll find all the icons in there, except without the IconPackager program, you'll need to apply them one by one.

Still, there a a few people who make them, but not a whole lot; basically for the same reason not a lot of people make WMP7 skins. It's cool, powerful, but very time consuming and requires some programing knowledge that most skin artists don't have.
Well, yes, to get the XP start bar skinned with Windowblinds, you need to be running XP. Windowblinds doesn't emulate the XP start panel.

Outlook XP refuses to let me open any kind of script or executabe file, even if I wanted to. And it's actually pissing me off. So that Outlook Express ships with "unsecure" features doesn't bother me. I'd rather be in control of my own security.
