Right-click on empty desktop and see if it's there. "Lock fences" will not display in the view menu from the titlebar. (We are going to try to improve the user experience of menus and the config in future versions. Fences grew organically over time and features could use some consolidation and optimization.)

A portal fence is leveraging the Windows Explorer engine. The desktop doesn't support it in the same way . . . so fences cannot.

If you right-click a spot of empty desktop in the non-portal fence and select "View" and then "Medium" and then do the same for the portal fence, are they the same?

Fences does not support anything but centered titles. The non-breaking space method should work though.

Are all the icons on the right sid in the Programs fences? If you move that fence do all the icons move with it? It appears that you have some other desktop application running. If you disable that do the fences work as expected?
