What you describe appears to be a limitation of IE. It's interesting how the major browsers all handle removing tabs differently; skinned or unskinned.

Start10 (and Start8) settings are stored in the registry at HKEY_CURRENT_USER\Software\Stardock\Start8 Simply back that up and restore it as needed.

On the Pages tab you can drag the different pages around to change the order. The first one will be the default.
I may not have enough context to answer your question. More of the desktop might help. What style are you using and also, what size?
