You have to build morality increasing items, increase the PQ of the planet, etc. There is also a slider in the details for each planet. You can fund the slider to the max and that will help.

MarekDeMalek, That may be a problem. No dial up, not cable, no nothing, heh? If you know of a friend who had an internet connection, you could load you game on his machine. Play the game on your machine, at the end don't submit the game and copy the saveendgame to a floppy disk and take the disk to your friends house and start the game, load the saveendgame file and hit return.
