Well, its not so much a fix as it is a different method of designing that area.. and on an english system it would be fine. The problems only occur on some non english OS.

No u cant fix that short of redesigning the all programs area. It doesnt show in Skinstudio because its a system mousover color , not an image. Some authors use a different method that requires a little more work and eliminates that "color block" but it can also cause problems on some systems. or to have the wallpaper of choice apply everytime you load the theme.. just browse to its folder and replace the default wallpaper with a wallaper of the same name.
Explorer menu > Tools > Folder options > File Types tab. Delete the .wba extension and any others you are having problems with from the list. Then.. go to a .wba file.. right click > Open(with) > Browse to windowblinds.exe. Make sure to check the Always open with the selected program to open this kind of file.
