This really needs to be fixed ASAP. Crime is out of control without it. I did notice the following mention in 1.70 Change Log Orbital Prison now properly reduces crime on planet its built on. However that is not what Orbital Prison says. The description says that an Orbital Prison is a place to send "ALL" your worlds criminals. Just started a second game in 1.65.458686 and the Orbital Prison did not give it's bonus. Both of these games were clean starts. This also was an issue in a game I was playing in 1.65.458378. Yes and no. You may get 1 or 2 new ones per try, and it'll let you request a new set of 9, about 10-15 times per session. Most of what It shows you is from its archives so it'll start repeating itself. If you pass up a good one you may or may not see it again in that session. Do not use criminals to colonize new planets unless you have a prison improvement to use because you'll just create new criminals on a new world. Getting the Orbital Prison solves most crime problems. I definitely use them on constructors, no down side to that that I've seen. Got the Outland reference Colonel. That's not one of his best movies, but I love Sean Connery.
