Colonies now cost a lot to maintain off the bat but planetary improvements cost relatively little to nothing. This was put in so that players who choose not to play the "colony rush" are not punished to the extent they were in the first GalCiv.

There's no permanent wormholes in GC2 and there won't be.
Why is the game in English at that point? We can assume that the entire game is being translated on the fly for human players and that the date on the screen is actually in whatever alien format you want.
There are planets as high as class 26 in the game. They are just rare.
