Akillius... Simple emough. Just change the Gov to an alternate that has nothing in the queue. WHen you want to continue building change it back. Also be aware even if you are not building anything you are still spending money on thye planet.

As Attila said... in theory. I have seen completed AI Terror Stars on many occasions. I have yet to se them actually move them any where. And you can always trade for them or buy them out right.
It is poossible to flip minors. However they start out with high loyalty boni. And some have very, very high loyalty boni. So it takes a long time to flip them. Usually it's more effective, game wise, to rape them for their tech then invade rather than flip. Because the majors rarely wait, so if you wait you'll lose the planet. It's a judgement call as to when you actually invade, of course. ;)

The other thing to remember is for trade goods... if the AI builds them and you trade for them; then you and the AI have the bonus. When the race that first built the trade good no longer exists this means that you are now the only one that has the bonus. So the only way to get the bonus for a trade good is to build or trade for it. You cannot gain a trade good by taking over an AI. Wonders are a little different. Wonders add civ wide boni (just like trade goods), but they cannot be

Also... as a rule (not just in this specific case 1.20->1.21)... save games created in a previous version may not compatible with the latest version. So it is alweays best to wait to finish a game before upgrading to a new version.
Also check the debug.err file in the galciv/AP directory. It might give you a hint as to what is going on.
Aiyen, You can upload any game using any mod or combination of mods. There are some triggers that will get you a zero score. The most well know is the PQ trigger. Your civ wide PQ attribute must not rise above 40%. Individuale planet PQ can be above 40% with no worries. So you must watch this even when using 'approved' mods.
