I dont think there should be an added range for resource starbases... they arent there to help you build faster products or make more money, they are there to boost a specific stat empire wide..... As Aloriel said, if you want to boost some colonies in production, or trade route income, build a star base in their range.

To answer your first question.... yes. That circle is the 'sphere of influence' for any given star base.
There is no built-in screen capture in the game. What you'll need to do is hit the print screen button, which copies your screen into your clipboard. Then open up a program like MS paint or whatever you have/prefer... then do ctrl+v to paste the screen capture into your paint program... then all you have to do is save it. .jpeg preferred for file size.
If you reload the game and consistently run into it.... email the save game and maybe even your debug.err file to the dev team.
Just to note, you still get an Access Denied popup when you try to open up more trade routes than you are supposed to have.

I remember in earlier builds that the view of ships could be rotated just by clicking and dragging the mouse across the view. This is still possible. Use your scroll wheel or third button to click & drag. (I just went back and double checked, so if it still doesnt work for you, I'd post a bug report

combat viewer - at the end of combat, in the center columns displaying the various stats of the engagement... the "ships lost" stat is cris crossed, showing *my* losses on my opponents side, and theirs on mine... perhaps this should be labeled Units Killed, instead?
