Unfortunately, updating to 1.3 wil not fix designs that were made in older versions. You will have to recreate them in the new version.

Yes, overlapping areas of affect will accumulate. You can select both bases using CTRL+Click+And+Drag. This will highlight the areas they affect. The areas where they overlap will be brighter. This can help you spot those "sweet spots" where you get a bigger bonus.

Pelsepup, What you are noticing with the influence is not a bug. Each turn, you gain influence points. The number of points you get is based on how much influence your planets have. UP Influence points can be traded or saved up until the next UP vote. When you vote in the UP, you "spend" your points. Then you have to re-accumulate more points for the next vote.

Master U, It was a code change that allowed Light_Noise to be used in game, so there really isn't a way for you to use it in 1.2. I'm actually not sure if SDC will overwrite the file or not. Your best bet is to make a backup copy of it before upgrading if you do change it.

angryandroid, It looks like you are using one of the 1.3 betas, and that is why there are no clouds are your planet. There is a bug in the 1.3 betas that prevents clouds from appearing, but it has been fixed for the final 1.3 version. The white spots on your planets are actually not clouds - those are the city lights. You'll notice that they appear on the dark side of the planet and fade away as they move into the light.
