No, this is the fixing of a bug. You have to be close to form an alliance. This bugged to friendly. And now it's back, so it's actually DIFFICULT to win the game via alliance. Just smarm them, be their friend, stick up for them, and be able to kill them at any time.
Go back, and demand a brand new copy. Stardock will not change the system, as it would work if the stores didn't resell. However, you're within your rights to demand they give you a new version with serial number.
No, there was a problem with the CE being on the box INSTEAD of the real number. Nothing was ever wrong with the CE afaik. All collecters edition content is in the recent version of the game anyway. All it has is the desktop skin.
Except, you know, the Drengins (+7), Altarians (+5), Arceans (+7), Yor (+8) and the Iconians (+7), who all don't get +6 logistics. Also, 1.3 fixed the minor bug where you only got 1 loyalty option (due to a typo in the abilitybonus.xml), and 20+ loyalty is now available. Like Kryo said, you can't add options, so if you get a good option to start, don't edit it. Pick one that's taking some points, or has none at all. any chance you could tell us why the AI was able to build the ship that started this post? Nothing to do with the AI itself, they've just got about three times as much effect from miniturisation as you have at that level. So one shrinker and that ship isn't a problem for them at all.
Foreign relations screen, where it would say "trade embargo", it no says "break alliance". That's under the main picture of the race, and below espionage settings, if memory serves.

Masochistic? Yeah, they're cheating. A LOT. They get rather large % numbers to every statistic, including miniturisation. That's the only way it can cheat though. Only at tough will you find a fair game, although Genius has small enough bonuses to be "fair" while making up for the lack of creative thinking.
Firstly: This is the "official" forum for the game, and the first place you should really go. Secondly: irc.stardock.com is the BEST place to go, since that's the IRC. Join channel #galciv and poke a developer to help you. Like moosetek said, a reboot is a hardware problem, when GC2 does crash it's normally a CTD. Make sure nothing is overheating, and use smartexception to see if there is a code issue.
