Well, IMO it depends on what stage in the game you are. Early game, when all defences are one, (square root of 1 is 1) By using one of each defense type you get a defense of 3, which works really well with only 1 attack, and is still less than 200bc. Mid game, it seems the game is about switching between attack types to best defeat your enemy, and defense is still good but not brilliant. Yeah, militeristic means he is. But, colony ships add military might, which is because the AI values amount of ships too much. Close borders, is obvious. Your planets next to them. and they think you're puny, and wish to crush you
Make sure the modules are ship assist, not starbase attack or defence, or you're just arming your starbase, not the ships. And, like entropy said, they need some defence to be boosted

This depends on your difficulty. It will always work, but if you do it on intelligent, they see what you're up to, and prepare to stop you if they dislike you, or live with it if they like you.
