I used to see it start at 3 or 4 and go higher number as the ship went farther from me and closer to it's destination. With a good route and good modifiers it would easily reach 30-40bc on a medium map. I could get 60bc plus if I was in a corner and sent the ship diagonal to the other corner. I figure it has to do with their alignment and objectives values... if they don't have enough planets they can't tech fast enough, and since they seem to hold off on weapons they don't have any for awhile.
