Wrong, I've had the Drengin accept a peace treaty even after declining their peace treaty proposal. I got 2 more planets out of it also. I didn't have to offer them crap either. They had 19 ships left, they had no choice but to accept anything reasonable. They still had 19 planets though after I conqured 5 (including their capital), so they gave up 2 more, had 19 ships left and still 17 planets. Most of them were old Torian planets anyway that they cap
My favorite is HUGE galaxy, with occassional planet, abundant habitability, scattered clusters, occassional anomalies, common stars and normal tech levels playing 7 AI races, picking the most warring and best economic/tech ones first. It's possible that it could also be getting a minaturzation bonus from it's orgional ship building planet. These are things you can't ever see. All you are seeing is a base figure for that race, it's not showing every planet bonus it's receiving. For instance I have a planet with +29% bonus to production, it's not something you will see if you inspect that planet, but, it is something I have and nearly 200 production points per turn. The benefit is that it can make yourself look like you have a strong military to the other AI races, thus keeping them from attacking you, so, I would consider it an exploit. Since your military power number is based on number of ships not quality. I hope they change this in some future patch or update to the amount of weapon power on your ships. Too easy to just churn out tiny fighters as it is now.
I often question why are all the best choices always "evil"?? Goody two shoes choices gain you nothing, in fact some are some major losses to population, while evil gives you oodles of bonuses. There should be a mixture I think here because the game does tend to drive you to the DARK side of things.
I like that they cost a tile also. It adds strategic depth once again to the game, it adds "decisions" it keeps the player from being a powermongering and hording all the wonders just because he can tech to them faster. I don't see the tech tree being linear at all. Each game I find myself going down a different path. The only improvement I'd like to see for the tech tree is choices like Alpha Centauri gave where you pick from a group of 4 tech up possibilities and you get random pot luck at what you discover. That to me is proper teching up "discoveries" not ok I'm going to tech up weapons and weapons only without deviation. But, AC gave you that OPTION and choice if
Lol I play on huge with 7 AI and intelligent AI's all. I'm always first in tech and economy and I could give squat about military in the early game. The key is the ion drive tech at start screen and 4pc/wk movement colony ships. Also you don't need to build factories for quite awhile, build markets at least one on every planet and have one 11 or 12 planet focus on nothing but markets with 1 startport and 1 entertainment square and 1 or 2 farm squares.

I autosave every turn, don't see why everyone else doesn't, it only takes a second, ok maybe 2 to 3 seconds max. The AI in AOW:SM was piss poor and you got less races to play against than you did in the origional. AOW origional was pretty good. AOW:SM suked noodles, nothing more than a graphics candy up date. My extra point always goes into "Morale". Morale means higher populations of happiness and more population means more income. To me morale is the 2nd economic choice. I always put 3 points into Economy.
(It never biulds ships above speed 2, fact.) WRONG! I've even encountered 4 speed fleets when I was using my point scouts to stay just 2 pc away from it's attacking fleets of 2 speed. It started generating some 4 speed fleets to take out my scouts so I could no longer shadow the attacking force coming at me. I run my approval rating around 60% total from beginning of game till end. I did a test and it increases population around +200 people per turn at 100% and +100 to +130 at 60%, while more people equals more money sure, but, in the beginning of the game more money isn't from the population of the "future" as it is in taxing what you already have. and no playing suicidal on a tiny map either. Personally for me one hasn't won a difficulty level until they've won on the gigantic map with all the AI races. I've read about these suicidal victories on tiny maps with 1 AI..lol, that's not a victory it's an exploit.
Yeah MOO III is a pretty crappy game to be comparing to GalCiv II for anything. And tactical combat would just be another stab at the AI. The more the AI has to contend with, the less it appears to be a quality AI. This AI is pretty good and non-tactical battles is the way to go for it. No exploiting the AI with tactical exploits. Thing is fleets have logistics restrictions, so, those 2 extra ships won't fit into a maxed out logistics fleet, so they are wasted. Whereas a military base will continue to add into that maxed out logistics fleet, thus, providing a much larger and stronger force overall.
