Eyes of the universe. Having every ship with 15 scanners, including trade ships, and matching it to ships designed to be fast with well placed starbases is my strategy to keep a nominal defense force with teeth and the flexibility to counter any incursion but an all out attack. It frees up my main forces to actually attack.
This actually reminds me of a gripe I had my last couple games: If I have tech traded for Harpoon II, why is my "intelligence service" stealing Stinger III? I notice this a lot when invading planets... I'll end up with a tech I've traded beyond and have no use for.
If I meet one of the AI races early in the game, I'll set espionage to 5bc and leave it alone. On a larger map you will notice that the initial 5bc investment eventually builds to 40+. As I run into the other races, I set their bc level at whatever the first race has moved up to. By mid game, I'm stealing techs from all of them.
What Drachasor said about the ship designer. If select a ship and then upgrade while in spacedock, you are unable to put anything on the hull and get an "item too large" message. I noticed with engines and support modules before exiting and designing from scratch. Also noticed ships from earlier games not available, even though you have appropriate tech.

I've no issue with the window not scrolling. Assigning movement locations is the same as assigning targets for attack: Left click to select your unit/fleet, then right click on the location/target. This also works if you left click your unit, and right click in the mini-map...or left click the mini-map then right click on the main screen for a slightly more accurate placement. Scrolling? Don't need not stinking scrolling!</font

The new patch will make sure the AI upgrades its fleets, maybe they will also start paying attention to the veteran status of its fleets?
it's a bug that is caused by moving one ship to its max range and then moving the rest to it (with some moves left) and making a fleet out of them. At that point you fleet will go to 0 moves as it is limited to the least moves of the ship in the fleet, but for some reason they don't refresh correctly.

I think that's one of the reasons why multiplayer has gotten so popular -- because the base games are so simplistic that they can't hold a player's attention very long so it's only in multplayer that they really have any lifespan. And that's exactly why I stopped buying the games a couple years ago.
