IIRC you can't break an alliance with a minor race. I've never made an alliance with a minor race so don't know if trying to attack them would work.
This is difficult during the early game because you need to spend on growth, but have no tax base. By mid game you have a tax base and things get easier. The entertainment buildings are a must. There are other strategies, but as a general rule, 1:1 ratio between entertainment buildings and farms (ie: a farm on a 300% bonus tile would still need 3 entertainment buildings). To restate...making sure I undertand your complaint: 1) 1.0x didn't give as many planets as you'd like with the Abundant setting. 2) The Betas gave you a lot more. 3) 1.1 release is giving you more than 1.0x, but less than the Betas. You see, "Beta" in programming means "test." That is why they warn you the game may be unstable, etc if you install it. As a "test" version they will also evaluate game play tweaks and adjustments like the number of habitable planet

If they really had 60,000 population (60 billion IIRC?) then even with the best invastion tech it would probably take several attempts to conquer the planet. The first invasion tect gives you 500 (500,000?) troops per module. The Advanced tech gives you 1000 per module, or 1 billion troops per module and they fight a lot better with more invasion options. Playing through the beta evolution has "fixed" my starting strategy as well. Absolutely needing a population....or rather needing to moderate your expansion to maintain your population is an effective throttle. I live and die by those 2500bc anomalies during the beginning game. If it weren't for them I'd probably go bankrupt. Just dont try and use it for Metaverse Games or you may get a Zero score as Stardock dont allow it YET That's the main reason I'm only recently starting a metaverse game. I have to admit after a month of using the mod, ship design just isn't the same in metaverse.
Actually I survived long enough to research miniturization heavily and the logistics branch to the point I had one more ship in my fleet than the DL did. I did my best to attack first and I was able to steal one tech from sneaking a transport onto one of their newly conquered planets.... it was one of the more powerful torpedoes. I remember thinking it was odd because the DL wasn't using missle based weapons. But I didn't complain.
