You need the DesktopX program to use the theme.
That's weird. Once you download the skin, go to and through either the WindowBlinds program or the Windows Display Properties, Skin tab, try "installing from disk." Use that to go to where the skin file is on the drive and double click on the file. See if that results in displaying the skin either through the WB interface or Display Properties.
OK, is the assumption of the poll that a significant number of users (here?) have something they wish to advertise or promote? Is this just an idle theoretcal question to see what people theoretically might do? Or is this a tentative feeler trying to gauge the mood on a potential additional revenue source for WC? If this indeed is a tentative feeler in regards to WC, will site subscribers still be able to cruise through an ad free zone (text or otherwise)?

Relax, you didn't just find SafeNet in WB. It's a known false positive. If you had SafeNet it would have found the program, not just an .ini file. Do you have the latest SB updates? I haven't been following this issue (there was a discussion at a dslreports.com forum some time ago about this) so I don't know if some comments are included in the program about this false positive or not. Now that's probably quite true. (Although a lot of 98 users run tons of programs on start up and then have no idea why they're low on resources and performance is slow. A problem not so readily encountered in the NT family, of course.) I was frankly surprised how well WB, WebBlinds and OB do on my PC. Not just because of W98 but also my old hardware. Perhaps I'm an anomaly in that I'm more inclined to attribute problems with a program (which runs well for many others) to my old set up
Or perhaps another conclusion from both the logs and those who participated in the poll could be that people who are into skinning are also into computers and have a greater tendency (more than the average PC user) to upgrade their PC's and the OS. The "cutting edge" sort of folk. XP no doubt is better than 9x for skinning and other things. In Windowblinds' per app exclusions settings you can disable skinning some items in an app. Perhaps if you tried different settings you could achieve what you want? I haven't played with it much myself so I can't say for sure this will work, but it's worth looking at.

joetheblow: he knows enough to put his "copy right" (he made it two words) on a wall I checked out ("free 2a xp"?) so he probably knows that posting someone else's work, without permission, under his name and with another title is not really kosher.
It's probably just blocking popups by blocking script, thus interfering with some functions you may want for other purposes. (Some people block popups through a combination of disabling scripting in their browser and using a hosts file to block advertising sites/domains.) I don't have the program in front of me right now and don't use that function so don't know if there is an exclusion list to which you could add sites whose functionality is hampered. I had that problem a while back and someone here suggested setting the connection (in view, settings, general) to LAN or toggle between dial up and LAN. That worked for me. Hope that helps.
I've just developed the same problem within the last couple days on my home desktop: IE 6 and Skinbrowser will not connect to and load the site. Opera, however, loads it fine on the same PC. (I don't have Mozilla so that's not an issue.) IE will load the home page if I input the site's dns # rather than the text url, but that only helps for the home page and further browsing of the site through the links on the page won't go. Just wondering. How many W98 customers did Stardock get when XP came out? People who wanted their GUI to look like XP or any of cool skins available here? And WindowBlinds and OB and other Stardock apps were the only way for them to do that? (No ThemeXP available for 9x, after all.) I'd guess more than a few. I also recall comments in the ngs by Stardock after the WB 3.0 release about their desire to make WB more 98 friendly since not everyone will be running XP for quite a while and
Dunno, I'm a subsciber/Stardock customer and I don't recall seeing that message recently. Although at times the site has been quite slow (when it wasn't offline, that is).
