I've found that you generally need to wait 30-60 seconds after the object has been scuttled before you're able to reclaim those logistics/tactical points. I had two systems where I tried that, and waited the rest of the game and nothing happened. I had the same thought as you. I'm going to try it again in the game I have going now. Started a new game (Actually, three of them, to see if this was a constant glitch) after the update the other night and now the computer seems to auto-place my research stations, hangers, etc. Is this intentional or a glitch? I can't say that I like this arraignment one bit.

Next time this happens try holding down CTRL and hit 1 several times rather than once. Does this resolve it? There seems to be something finicky here, but we can't isolate the problem. I agree with the sentiment of being able to turn passive AI on. I'm sure a lot of people are into the micro-management part of it, but not me. I've never found placing agents to make much of a difference, and they're a real pain on my planets. So what do I do? I found some components that look like a 3d triangle that has a green arrow on it one direction and a red arrow in another (Under "generic" I think.) Click one of those (or tow) on the selected hard point and it will rotate it. When you bring the piece over that you want, it will orient to the hard point. A little tedious, but it works.
