Right-Click the dock > Dock Settings > select Position > "UnCheck" the option "Use mouse activation" > then click ok. If you're using a TabbedDock then right-click the dock > Dock Settings > Hotspots > click the position on the mini screen (a white arrow should be there) and the click do nothing with this dock in the drop down menu.

You have to switch to DesktopX Builder Mode. This can be done buy running the "DesktopXBuilder.exe or by running the client version DesktopX (which should be the default). If you choose the ladder, right-click on the DX icon in the system tray and select switch to builder mode (or something similiar). Those are all DesktopX Themes. You probably have WindowBlinds installed as a .uis file is associated with WindowBlinds. Download DesktopX to run those files/skins.

Probably just a bad download then. Try again. If it's still borked then I'd contact the author to reupload. The skin name may be useful to know. That way an admin/mod could take care of this if they see it.
