1.3 beta 2a. No debug because I finished the game. Sorry for that. I had a small-hulled ship with 15HP which got hit in a few battles, one after another, with 14HP shots. Yet my ship kept its 15HP. Eventually I felt bad about the cheat and sent it into an orbit as if to repair it, and after that it was like a normal ship. It was fighting alone, so I know that it was the one taking the shots.

Hey, I still think that if your fleet, or ships, could fight along with your starbases, that would be more realistic and wouldn't necessitate changing starbase hitpounts.
Yes, but I've also noticed that when you research the top level of farming, the text says that better food makes for better morale. However, you don't get a morale bonus. That's something that needs to be changed. Either the text or the fact of what farming does. I would prefer that enhanced farming would give some sort of enhanced morale.
I've found that often doesn't work though, eventually the starbase is "up first" and then you're hosed (defenseless starbase takes a few grand with it between setup fees and upgrades, then the fleet that was depending on its bonuses to operate properly gets thrashed). I tried "garrisoning" a bunch of mining bases this way, they just got shot out from under my fleets' colle

Sorry if this has already been brought up, but I haven't seen it lately. Most discussion of United Planets tends to be about how useless it is or what happens if you leave it. My idea would be to allow more flexibility than simply being a member of UP or not. It would make it so that you could go against a UP law but not necessarily be kicked out. Or, if you had a ship or a fleet on that tile, the starbase (military or not) would fight along with your ship(s). That would make adding even a little firepower worth it most of the time.
Yeah, and I wonder if it might have something to do with the race you're playing. I didn't notice that problem playing terrans (though maybe I was just not looking back then), but I do see it sometimes as custom.

Evil Korx and Drengins were attacking Torians and me, until Torians suddenly surrendered to . . . the Korx! What? How's that a flaw? If I had that shite sitting near one of my planets, I'd consider it an aggressor, too! You're the one provoking it, so why not change your behavior if you don't like the AI's reaction? Couldn't I equally say that if the AI didn't react, that would be a flaw in its recognition?
