I believe that all starbases also produce a small influence effect, but nothing very impressive.
My Documents/My Games/GalCiv2/ Delete all the files titled CustomRace#.raceconfig With # being 0,1,2,3 etc. That will reset all the races to default. An ingame way is, I believe, in the 1.1 patch, but if I were you I'd stick with 1.0X for now as 1.1 is still in Beta.
He's talking about the resource starbases, not the plain old Influence starbases. Maybe they are a sort of precious stone- your citizens wear them, and all the other Civs look on them with respect and awe... 'I wish I was a Terran... look at all the pretty jewelry they get.' Somehow that doesn't quite seem to work for the Drengin though.
I'd say that they technically win with an Allied victory as well- you ALL win if that happens.

A) Race differentiation- I'm all for a bit more variation in races, such as different planets being different quality for different races. B) I'm all for more 'terrain' in space. It should still be reasonably open, but the odd Nebula dotted around would be nice. Personally I often build over influence tiles. Not so sure about the morale bonus though- personally I'd have used that and turned that planet into a money machine, especially if I was going to put an Econ capital there. Learning AI is one one of those things that is easy to say, but much, much harder to do. As far as getting a challenging opponent goes, I reckon that the current method that Stardock uses is much better- updating the AI in patches. In a way, that is a kind of learning AI, since it is always being tweaked to counter common strategies.
I have checked, and they do not have a re-education center -- at least that I can see with my advanced knowledge of their empire. Obviously not...
If you really want this, just increase the scaling of engines with hull size. I'm afraid I don't know how to do this, but I'm pretty sure it can be done by editing something somewhere...
Does this actually work? I'd imagine that the massive cost of upgrading vs. the tiny gain from dismantling would still leave you miles in the red after all that?
I think that you need to be 'close' rather than just 'friendly' before you can become allies.
I never use them either, but presumably the idea is that you build them on your border worlds BEFORE the war starts?

While everyone seems happy to jump on the 'it's your antivirus' bandwagon, the fact is that all this started with Gal Civ, and I've had no problems before now. I'm not going to switch at least until my current coverage runs out.
