You don't vote first... you all vote at the same time. The other civs have no idea what your vote is going to be when they make their decision, any more than you do.

The Find key (just to the left of Turn) will cycle through any ships that have movement points left (except ones left on one of the autopilot functions). When Find stops doing anything, all your ships have been moved.
And you just get very, very unlucky each and every time you invade a planet. Problem solved.

The general rule of thumb I use is one entertainment network per farm, with an extra one on my homeworld (due to the higher base population). They should be a similar level, with entertainment buildings slightly ahead of farms in general. With a lot of farms on one world, build an extra entertainment network to be on the safe side. I believe that this can be done by modding some files somewhere. For help on that, you should probably try the mods forum. (Don't ask me though!) For us mere mortals, it has been suggested by the devs that this is one thing that may be implemented in 1.2...
Your flagship (a.k.a. survey ship) will occasionally explore anomalies that give it some sort of bonus. If you upgrade it later to carry weapons, it can be a true flagship for your fleet.

The research graph tells you how much everybody is currently spending on research, not how much tech they have. ...Which in a no tech trading game will be directly related (apart from a few potential research bonuses such as some anomalies).

For a rough guide you can still look at the Research graph, or indeed through espionage for specific techs (you answered your own question there). Or at least, I'd have thought so anyway. I play with tech trades on.
The only time I tried for a tech victory, I got ruthlessly slaughtered by the Iconians (I came so close ). It's only easy because you've sorted out a tactic to make it work. If you dominate the galaxy then go for tech of course it's easy, but by that point you'd find any victory easy. I don't think the AI should try to stop you though. Perhaps when tech trading is off, the AI concentrates more on research? It certainly wouldn't make sense to have the computers trading but with you out of the loop. And the AI cheats on anything above Tough.
