No, I don't think so. I've certainly never seen them, and I remember somebody requesting that they turn up, which suggests that no, they don't. They will, however, be present if you play the 'Dread Lords on Parade' scenario (obviously).

Although it's important to develop your research and improvements, you really shouldn't neglect the military and military techs. Build ships without engines, sensors or range just to boost your military rating enough to make the AI find itself an easier target. I rarely pay tribute to anyone. They'll just use it to build more ships and then come and ask again

Raywind's idea could be expanded to be simply: updgrade all components on this ship to their current, highest-tech equivalents. That would be nice. But it might run into problems when you get to the components that have greater power, but a slightly larger size (e.g. the top Laser -> first Plasma)

All starbases have some influence, but nothing that's going to flip a planet, or prevent a planet from flipping. Influence starbases increase the base level of influence (from zero) within their area of effect (which is the same size as the area for military and economic starbases). Random all the way. Sure, you might not always have technically the toughest challenge, but you have to adapt to each game rather than just settling into a rut. That's some real twisted logic there. I don't want tactical combat because if there is tactical combat I'd want to use it. What? Personally I play EVERY battle in tactical mode in RTW (even my massive army vs. a gang of rebel peasents). I do this not because I have to but because it is just so enjoyable. The devs know. They're rushing out another update to fix the problem, which should be out soon. Until then, stick with smaller galaxies. I think there might be an interim patch somewhere as well that should at least stop the game crashing (by aborting the save).

I know the devs aren't going to include tactical combat in Gal Civ II (adding an entirely new game mode is far more than I would expect from a mere update, or even an expansion pack). All they need is to announce the measure that is coming up in the 'The UP is meeting next week' dialogue. Then, you can buy some influence points off other civs if it's something you really care about. Maybe, if you have enough espionage, it should tell you which way that Civ is going to vote on the issue as well...

They are supposed to treat the player in the same way that they treat another AI. AI can form alliances with each other, so I assume they can ally with the player as well. But the AI don't ally with each other particularly often, so I guess the same is true with the humans. It also seems likely that the human would offer the alliance before the computer got around to it. I've never seen the Torians do well, not in the late game. They expand quickly at the beginning, but in my experience they seem to fall behind on tech and then get swamped by more advanced civs (often me, but not always). The Drengi do seem to be too evil for their own good though. Although I think that depends a lot on what the player is doing. I find that the civs that survive tend to be the ones with the same alignment as me (counting Good and Neutral as a single alignment). This i
