You have to have a 'Mod Description.xml' document for the game to recognise the mod. Just copy the one from the Example Mod, and edit the text to reflect your mod.

This isn't really PC 'gaming', but I couldn't find a better section to put this under. My subscription to Norton is reaching an end, and I was looking for an alternative antivirus program, since I'm pretty sure that Norton screws up SDC, along with other things. Does anybody have any suggestions for good antivirus software that doesn't screw up your computer just as much as the virus it's supposed to be protecting me from?
Space battles in IGII are fun, but pointless, since no tactics are involved. Ground battles are slightly better, but still there isn't much skill involved. They are fun though. What I would most like to see from IGII into GCII is the way the campaign is handled. You get all your missions on a randomly generated map. It wasn't perfect (kill the wrong race too early and you can't finish the campaign!) but it was better than the GCII version.
Obviously, the AI is programmed to avoid obvious exploits such as giving you lots of money in exchange for not much money. Diplomacy works, but even the best diplomat in the universe isn't going to convince the AI to give you free money.
Economy Starbses don't increase the ammount of money you get (apart from the trade modules increasing the trade routes), they increase the Military, Social and Research production of your worlds within their range.
Did you update to the latest version first? (1.4X IIRC) Did you move ModDescription.xml into the folder along with the copymodels.bat? This is required for the game to recognise that a mod is present.
Not in the most recent versions, I think they tweaked the campaign code so that team AIs get better on the lower difficulties and worse on the higher ones.
At risk of stating the obvious? Because you put your tax rate up to 100%. Maybe the planet that rebelled was also costing you a lot of bc to maintain (lots of factories/labs) as well.
Why not? Because it would seriously unbalance the game, that's why not. The unfortunate 50% of races would loose 25% of their population, and be forced to research/buy the cure etc, while all the other races have to put up with is a drop in trade income (easily sorted by opening new trade routes to non-infected powers). All the infected races would be swiftly exterminated by the non-infected ones. The current plague hits everyone, so everyone has the same problem, so it's fair.
Presumably they got rid of this because it matters which tile you build the improvement on (bonus tiles, for instance). Besides, I wouldn't want to build social projects blind anyway (ie without knowing what else was already on the planet).
It would never be in a fleet of warships. It would be a cargo hull, surely?

Your main point is that you want to intercept fast ships with slower ones if the slow ones come close by. How about a new auto-pilot option 'intercept'. Shove your ship on this, and if any enemy ship passes within the remaining move distance of your ship, you automatically move to attack and go to the battle screen.

You can't do this with a scenario, but you could do it with a custom map. I don't know of anyone that has though, check out the library.

For salvation, you can rush to Planetary Invasion techs and take the planet before the DLs do anything.
It's also worth noting that you don't need to go into such hardcore and radical strategies on the lower difficulty levels. I'm sure that they're very effective, but you don't really need to make things so complex if you're only playing up to Tough level.

Do you really need to ask that? The Sims Fifa (or whatever sports game happens to be popular in your area of the globe) EA seem to own the rights to pretty much every sport in existance. Obviously, if you shift focus from research towards military, your research is going to suffer. But in the long run you're far better off taking more planets, thus increasing your overall economic base. If you are designing your own ships, you might be better off concentrating on a single type of weapons or defences (preferably weapons that your opponent doesn't have defences against, and defenses that counter the weapons that they are using).
