Yes, but in a huge or gigantic galaxy, managing the construction of many starbases at once is a lot easier with 20 fast constructors that are "consumed" quickly than with 40 that take forever to get where they are going.
I just finished a game in which I was just managing to keep on top of the other races' progression, when suddenly in the course of less than half a year 5 of the 9 races surrendered to one of the other races. How lame is that? I specifically started with all "rare" settings (habitable, stars and planets) and 9 races so that there would not be a "colonization rush". The sliders are quite intuitive once you spend some time thinking about how they work. They are relative motion sliders, not absolute, as you would see if you saved a game after a lot of fiddling with them, reloaded it, and the looked at the sliders again. Honestly not everything in life has to be some gigantic competition. Unfortunately there are a vast number of people to whom everything in life is.
I rarely colonize below 7PQ, but however I get them (flip, conquest), any PQ4 or less planet gets 1 morale building (entertainment center or better) and the rest research, but the entertainment center gets built last and the first research building gets bought so that I am getting value from the planet immediately.

Tested this out, and it doesn't work. Set habitable, stars and planets to the lowest setting, tiny galaxy, and refused to research UT, and not only do they attack you, but they are particularly vicious about it, maybe because you are snubbing them all. You get to vote in the UT, yes, but so does every other race who has attempted to talk to you, even though lack of UT prevented you from understanding them. I've never been gang-banged by the rest of the galaxy so
Think about it. You control the UP completely, by not researching Universal Translators. You control all warfare in the galaxy, by not researching UT, because nobody can declare war on you. Definitely not something the progammers ever intended, it completely imbalances the game.

Have you ever tried Ascendancy? Not only are there no Humans, some of the races are so completely bizarre that if we really did encounter them we'd be hard pressed to identify them as life, much less intelligent life, or figure out how to communicate with them.

RTS stands for Real-ime Strategy. It is not, it is Real-Time Tactics. There is little or no strategy in any RTS game I have ever seen, even the choice to invade one country or another first, or one country from one border or another, is borderline.
