As I've had it explained to me, create faction functionality was moved to the modding tools. Unfortunately, the modding tools isn't added until Beta 4. So yes, custom factions have effectively been removed as of now. Which is unfortunate, because the game appears to be running stable for me now.

This might be a long shot. Odds are that they're hidden or packaged away somewhere. Just got the latest beta patch. Things actually seem to be running pretty stable, for a change. I even managed to make a Sovereign without things crashing. Since the faction creation function has been taken out, to be part of the modding tools in Beta 4 (goddamn), I thought I'd screw around with the basic .xml-files.
