Listen to Static. And no, animated GIFs are not supported. If you want to see odd spots that have animations try MotherOfPlastic. That skin (by a guy called MadIce) does not have WB4 support, but shows a lot of animations. Open it's UIS file and have a peek.

Displaying a counter as text is simpler than writing something that needs to be drawn.
To create WindowBlinds and ObjectBar skins you can use SkinStudio. DesktopX does not need such an app. Most others simply need a text editor. And of course a good graphics program would help.
