Some techs are renamed version of the same techs. Some techs offer different bonuses than the ones that other races use. Some techs unlock different planet structures, starbase modules, and ship components. An issue at this time is that races without the traditional factory techs can't build up mining starbases well. Some techs can't be bought or stolen from others. Some races share the same stuff. Expect to see the Arceans, the Terrans, and the Torians using

Same thing happened to me with the terrans. The only time they built attack ships was when another race declared war on them and destroyed some of their miners. Once peace was made, the terrans went back to building their miners.

A little history: Back in DL, starbase defenses were not very good. Things got worse when the combat system changed in the DA expansion. The changes in the combat system allowed for ships to deplete their target's defenses, even when their attack did no HP damage. PQ 8 are not that bad. You can use them. They can be terraformed into atleast class 11s. Games are not lost because you don't own the highest PQ planets, or not having a bunch of bonus tiles on your homeworld. I don't know about you, but I rather have complete control over a collection of sectors, than to to have a hand full of high PQ planets. It makes it easier, and more useful to use economy starbases. I think that "Death Beam" sounds more destructive than "Starhammer". If anything, "Starhammer" sounds like something that you might use to make a star or something, since a hammer is a building tool.

Maybe the Temple of Memories are just a stepping stone to the far superior Torian morale buildings? In case no one has realized it yet, I see no problem with Temple of Memories. Once you get better morale buildings, why should you care about it any further? If its useless, don't build them, and if you have something better, replace them. Its that simple.
