I'm from Antony, near Paris. You should know one thing about TI3 : if your first game is with beginners it'll be a "learning" game ;) Rules aren't hard, they're very logical, but there's plenty of exceptions and things to remember.
Why not thinking in "reveers". you don't really gain much xp, just "temporary" abilities. And they become permanent only if you fight enough to make them persistant ;) That's the way we learn ;)

I would really dislike a "closed" system of experience. A level cap is just silly. Is there a moment we stop learning things? A decay system for experience would be interesting, but in the limits of initial training. If a unit does nothing (not defending, attacking etc..) it should lose some xp.

You get CC (command counters) in two ways : With the leadership card (the primary gives you some and the secondary let you buy some with influence) Or at the status phase where you get 2 of them (or 3 if you have the good tech, or 4 if you have the good tech AND you are the sol ;)) you can't buy CC with influence at the status phase !! Fall from heaven 1 is in the mods of beyond the sword. It's a really interesting mod because it has a story. In fact it's more a tutorial to fall from heaven 2. But no replay value I think. Fall from heaven 2 is really really close to master of magic (minus the items, which can't be forged)

there are several other RTS that are released since starcraft. And som egood ones. I too hate the games where you need an insane apm (actions per minute). But some game, like supcom, let you focus on strategic things. It reminds me what everyone did say abour the combat system of Final Fantasy 12. "What? Real TIme? Imagine the quests are linked together. And each player has a "secret" 15th quest that woud let them win the game. Fo rinstance : 1st "campaign" quest : rescue the damn bear that roam around. 2nd "campaign" quest : learn more about riding animals (through tech, ancient dungeon craxling, visiting a druid etc..) 3rd "campaign" quest : some nature lovers come in and wants to kill you. you have 4 days to ake your mind : free bears or they attack you. etc...

Ok, I tried to do a better job with your advices : I made the picture a bit larger, so I lose less details. And with a brighter background the "war of magic" is easier to read. I tried to stay with tones from the website.
What I would really like to see is some kind of random campaign generator, with events. It wouldn't be as profound as a real campaign but that would be really exciting to live a new story each time, even if that's stories tolmd 324345 times.
