if you must know - the only thing i've seen cause your symptom was when the skin files were two folder levels below \dashboard\skins. Some DBs unzip with the folder-within-a folder.

In the Today Page menu on the handheld, under items to be displayed, you need to check Dashboard so that it will work. Under General you also need to check "Allow skin to modify.." entry. You also need Wisbar installed for the wisbars with the skins to function.
