Okay, I gave some thought to the UP issues that I have and think I have a reasonable thought regarding some changes to the UP. You're right, doesn't seem to happen when playing on smaller size maps (I tried huge, map clearing is ok). That's what I thought as well but I didn't test it enough times. Definitely there on gigantic galaxies though, seems frequency choice doesn't matter whether abundant, common or occasional.
