I won't insult your intelligence and ask if you have the Diplomatic Victory condition enabled, but IIRC the AI cannot win with a Diplomatic Victory for whatever reason. As in, they aren't allowed to. Not sure why.

Take the resource, buy the planet. You'll be able to buy the planet for less than 1000bc, generally. If they JUST colonized it, you can get it for under 400 usually. However, they'll never sell you a mining starbase, not ever. Even if you offer to surrender to them, for one lousy starbase, they refuse. Horray for AI.

The problem is, if you consider it one, is that considerable bonuses can be lumped on them just on the abilities screen to negate any intentional 'defect' in racial design, and tech-trading can mitigate most weaknesses as well. The Torians, for example, are weak at research. However, they can just trade for Discovery Spheres, and combined with their existing version of research (which is all +%research bonuses) actually makes them the BEST at research.

My idea: 1) Is the tech you want somewhere on your tech tree? No?
