They do tell you what the AI finds pleasant/repulsive with your own civilization,,and in the long run their attitude will adjust accordingly. Your ingame actions can alter that though,,as can the use of diplomacy. For instance,,repeatedly requesting 'gifts' will lower your relation,,while supplying ships to a civ at war or declaring war on a common enemy will raise your relations without showing up in the plus/minus stats.

The reason for this is simple, when each turn is a week, and a portion of your population goes without food for that long, they cannot survive. The average human can survive 4-5 weeks without food as long as there is shelter and water. Anyway,,the problem seems to be that spies can be moved around without 'returning to base' so to speak.
