In several threads, developers have flat out said this is the case. In fact, it would make no sense that the algorithm would stop working on a software level at a certain number. No sense at all. Say you play Thalan. Then you design your Battleship (for instance) without any Functional components and save it as Thalan Battleship. Next time you play,,as soon as you have researched Large scale building,,the ship will appear in your Shipyard. That is the beauty of GalCiv2. Unlike a certain RTS game,,where the Alliance and the Horde are basicly the same stuff with different names,,the races here have their own distinct flavour. This mean you'll have to adapt your playstyle with this in mind. I'd also recommend that you go up to at least Tough as soon as you've learned the controls as you otherwise (naturally indeed) will aquire habits that simply won't work on the higher levels,,and tend to ruin the game for you.

This works especialy well with large fleets .. a fleet of 10 troop carriers can take many planets on the same turn .. leveraging billions of troops multiple times! I usually have to (temporarly) disable my firewall to post. If I dont do that once I click the 'Post Comment' box,,I'll get a timed out msg. Faulty settings? How about an option to allocate all power to the engines? Using it would increase the speed of travel at the expence of weapons and defence being reduced to null until next turn. Doing so would solve the inability for the AI to 'see' threats far out as fast travelling ships would be harmless without slowing down gameplay when moving ships in friendly territory.

Playing big maps,,my main reason for speed isn't to 'cheeze' the AI but simply cut down the time waiting for ships getting in place.
