The Japanese are having trouble pumping cooling water into one of their nuclear reactors and have declared an emergency . If they're unable to fix the problem on time, it's Chernobyl all over again, but this time on a small island such as Japan. The whole country will become inhabitable. Are you running Logitech's Setpoint on both machines? If so, does uninstalling Setpoint make the problem go away? I'm asking this because I've run into this exact problem before - it was caused by Logitech's mouse driver software hooking into every process and sending supurious WM_PAINT messages to layered (alpha blended) windows. Only happened on x64 machines too.

Sincerely, this is great news for ObjectDock users, but I think it would make a lot more sense for someone inside Wincustomize to manually transfer existing dock backgrounds from the old gallery into the new gallery with the help of a script. You could try the free version of the Winstep Nexus dock - it allows you to show the weather icon on the system tray, you can customize the weather icons by replacing the images that ship with it (you even have two pre-defined styles), and you get a nice dock in the bargain with features no other Windows dock has.
