I knew I've seen this bug mentioned before and I found a post by CariElf in a list of "Either Fixed or Unreproducable Bugs" for Twilight. I'd say to get the game right prior to invasion saved and zipped and email it to [email protected] , along with instructions as to the reproducable bug you've found.
I've done it to try and choke every last penny from someone I'm trying to undermine w/o my military. Like, if I'd prefer the Dregin to quit their war with the Arceans, but I didn't feel like bribing them for a 1 time peace deal, I'd just pull the plug from the trade routes to them and try to sell any 'useless' tech to them to drain their coffers there. Just to ease any frustration about this, the multiplier can be reduced by choosing Neutral via Xeno Ethics. None-the-less, the "I want it now" mentality has a price. Any equipment mannufacturer CAN probably have you their product freshly made and delivered to you w/in a days time...the costs they need to take in order to do that however are large...and prices trickle to the end consumer.
To help with future searches, try using google with an additional tag for just the site. Example, if searching for espionage here, try typing in: espionage site:https://forums.galciv2.com
Try to have the game run at the same resolution as what you're monitor is set at. I see the game is on 1024x768 but your monitor is on 1280x800. I have a recollection about some issue with resolution conflicts. Worth a try at least.
