For anyone wanting to try and flip planets, this is enough to see the influence ratio number (need 4.0 to begin the flipping chance) for a planet. If you cannot create a war via attacking a ship in space, you may not be able to vs one in orbit either, thus thwarting any ground invasion attempt.

2) Under TA (and perhaps the option got ported back to DA for 2.01?) the computer will makes ships every time you get new weapons/armor/hulls/miniturization etc. The old templates under DL (and DA if above isn't true) are opened up whenever their pre-reqs are learned. Hrm, so even if you'd slap nothing but engines on a ship (preferably as small as possible for cost) you still cannot reach the speeds of the raider? I'd ignore that Sentry and Auto-Attack in your attempts to stop it, they obviously aren't working, or require you to be at War with the race. You may still be able to, with enough tiny ships, be able to hedge him out and surround him. It would take some work and time though... What race owns that raider anyway? A

What version of the game are you playing? Sorry if this is an uber-dumb/insulting question, but are you sure your attacking ships have weapons? To isolate that raider, how about making 8 tiny ships w/o any weapons and surround the raider. He would have to go thru a ship (attack it) just to move then. That will make sure you go to war with that race, or at least contain him from further damage.
There is another + you get after X amount of years w/o being at war with them...Historic Friendship or such. Just click the years by a few more times...Checking the relations tab every so often.

I think the main thing that will help push along her OK on this will be when she runs out of HD space. I've already had to take all of the original pictures off her computer and replace some of them with reduced resolution versions (taking a 2.5mb picture and reducing to 1024x768 nets around a 170kb file) and any fresh off the camera go to my computer for editing and sorting. She has nearly 14% of her 80GB drive left now...and only loosing room to M$ patches and iTunes. She'

I never did get that answered fully. As Jonnan001 said though, under the DA/TA spy system, you need to have at least 1 spy on the planet in order to steal techs from that race. If intel levels give any bonuses, or if number of spies has anything to do with it.... I can't give a thumbs up or down on it from personal experiance. Tech stealing was actually the last thing I had on my list of things to learn about espionage. Soon I may try to finish my spy costs though, a
