To add on that: Offense and defense are taken into account equally in military rating (offense + defense + HP/10). Not 100% sure whether HP is divided by 10 or 20, I believe it's 10. I always suspect that some AIs trade military techs which would explain why there's often a predominant weapon type.
I believe this is calculated as (total attack + total defense) + (total hitpoints / 10) Even ignoring the hitpoints piece, the Drath ships will have a combined attack of around 5000, whereas your total attack and defense add up to about 2320. As far as I remember this was never fixed, spies indeed never return to the pool, even not after a race has been conquered. However in that case I don't remember getting any such reports.
For me, any planet will be physically a lot bigger than the country I'm living in, so just about any planet will do ;)
Don't forget that you can bribe other races into attacking the Thalans when they're still manageable in size ;)

Speaking of the governor screen, that's also where you can do mass-changes to which ships are being built. As an example: imagine you recently developed a bigger hull. With 1 click you can have all planets that are building a certain ship type, switch to your new ship type. That helps a great deal, rather than having to check dozens of planets individually.

It's unfortunate that often the evil choices are the most rewarding ones. However in the long run it's just as often worth to sacrifice a few of these short term gains to end up being neutral or good, and as a result of that having better relations with specific races. Or getting access to certain technologies, though there as well evil typically seems to be getting the best deal with their unique weapons...

If that's the case it's likely to happen more often when you've got high influence. I say "likely" because I've had plenty of influence victories though I can't recall having seen that event. My reason for not voting to build the stellar forge: I'd like to see the galactic bazaar get completed as soon as possible, before any other race manages to do so. I don't see much benefit in the additional ship benefits it brings right now, seeing that for now we're not building any military ships. The 10% economic benefit would only give us 1 additional bc, so negligible for now. I would vote for it after the galactic bazaar has been completed though.
