Quite honestly, the best way to see the strenghts and weaknesses of AI races is to look at the screen where you have to select your race: the list of racial bonuses and super abilities gives you a pretty good idea where their strengths and weaknesses lie. Of course, if you have specific questions, feel free to ask - but I yet have to see a better summary table of the races than that single screen :)
Which planetary improvements are you talking about? Factories and similar buildings give you military and social production. Social production allows you to construct buildings. My advise would be, take your biggest hull, fill it up with the strongest weapons you've researched. As dragoaskani mentioned, make sure you've researched enough miniaturization techs. Also, make sure you have researched enough logistics techs so you can stack a big fleet. If it turns out your new fleets are strong enough to fight the Yor, you may want to go on the offensive and capture some of their planets (or their capital).

Though if you trade techs wisely, you can stay ahead at Painful compared to the AIs: I've been able to do so for most of my recent games, and I don't consider myself to be a strong player.
Some more pointers that will hopefully help: When you pick your bonuses at the start, take some econ and/or morale and/or population growth bonuses When colonizing early on, build on your first 3 planets and keep the rest empty until they start generating a decent income or your overall economy is almost in the green 60% morale is often not the best choice: early on, go for 100% morale until that becomes too expensive; then switch to around 76% mor

Such bonus tiles are more common with increasing map size and increasing number of planets. And I believe additionally luck also plays a role. Just don't run into debt, that's often the biggest challenge with such bonus tiles...
