Yeah, the Akkan and its equivalent are the best for gaining an advantage in capturing more planets than the other guy. Another thing you don't mention is that it usually has enough antimatter to colonize immediately, unlike the colony frigates, which toss half their antimatter away in the jump, then use the other half to colonize their first planet, and are worthless for a while.
