If get a level 3 HQ in a state and look at the state Details window, you will see that even things that everyone supports can very greatly. Dems can suport the war on Terror, but only a bit, while the Reps are Greatly supportive. At some point if you only campaign on this you get diminishing returns and end up spending alot of money. A quick guide to Ads is this. (And I am not the best player in the world) First thing first. If you place any kind of add you make that issue more important in that state. So if you say "I favor Tax Cuts" Tax Cuts become more important in that state. And you "Positive" value on that issue goes up. The states being called wrong was had to do with some of the none customizable personal issuses being set to 0. This has been fixed in this build. As for the other 2 issues, I think they are taken care off as well.

You can fundraise, in any state to make money. Also headquarters raise money. Each level of headquarters brings in more money. Each state has a different total wealth, and your efficiency of raising money is determined by several factors. Your Fundraising ability, and you awareness in the straits. As well how may times you have fundraised in that state.
