Our servers being busy has nothing to do with your internet connection. It literally has to do with too many people on a single server. We are in the process of adding another server but are having some delays with our ISP.
Yes, if you have upload other files with that character then it would be best if you re uploaded them.

I have been looking into this problem (which I believe is related to the User Level Bug) and have not been able to find the cause of this yet. However, I do believe that the problem may be related to when we are having database connection difficulties. If the system is having a hard time connecting to the database it may not be getting your user level data so it defaults to unknown which would then cause this error. Essencay, There is basically 2 reasons why the data is not being consistent. 1) Caching, the two different pages are caching their content and different intervals. ie, your stats page is caching the skin stats for 6 hours and the hall of fame page is caching its content for 1 hour (I don't know the exact values). 2) The data that drives the Stats page is updated once a day. The avatar icon can only be uploaded over at WinCustomize at the moment from the My Account page ( https://www.wincustomize.com/myaccount.aspx?p=3 ).
At the moment you can only watch skin authors if you go to their WinCustomize Personal Page (ie: t-man.wincustomize.com) and click on the Add Watch link at the top of the page. We do plan on adding the ability to watch a skin and/or author from the details page at a later time. The article watch was mostly already implemented and just needed to be finished up.
Many of the unfamiliar items are cary overs from our WinCustomize code. Like the Citizen and Master Apprentice items you saw are honorifics for the users on WinCustomize (ie Mr T-man or Citizen T-man). We decided to get the new forums in place a bit prematurely (before all the old functions were re-implemented and WinCustomize specific code stripped) because we felt that the old forums were so slow that would be more beneficial to speed things up.
If you haven't noticed yet, the JoeUser forums has changed a bit. Over at WinCustomize for the last half year we have been coverting the site over from ASP to ASP.Net. By doing this we are able to use many of the features in ASP.Net which help improve performance. We have just taken the first step in bringing this updated technology over to JoeUser via the forums. User Level info is updated once a day. So if you purchase a subscription it may take up to 24 hours before your User Level is updated. Nekus, it appears that your information has already updated because your info is showing that you are a user level 5.
Also, for upload troubles to the Gallery/Library. I just added some more debug code so if you have been getting errors when trying to upload an item to the Gallery please try again. Hopefully I will be able to get some debug info to help me isolate the problem(s).
When uploading at the old site you used to get a indicator in ( My Skins ) that there is a skin pending, is this no longer the case ? On your My Skins page you can select from the Display drop down list the option to show "Awaiting Moderation". This will show your skins that are still waiting to be moderated.
I bet its ZoneAlarm. Try configuring it to trust wincustomize.com and stardock.com.
Also curious. When you are having problems does the URL show www.wincusotmize.com or www2.wincustomize.com ?

For all uploading issues regarding Personal/Desktop images please email [email protected] and provide George with the information regarding the problem. In regards to uploading to Gallery/Library. I just increased the timeout further incase anyone is still experiencing timeout issues. If you are getting errors when uploading please let me know
