Yep, the study doesn't go over whether the dam should be kept or not. It is designed to find out the effect of different water levels has on the lake. With that information, the residents can have a better idea of what the best lake level should be.

Sometimes the local politics of Higgins Lake Michigan can be very frustrating. The latest example has to be the "save the dam" advocates. Having had more than my fair share of experience with arbitration and federal/state and county courts, I would say that if you want to talk about Kangaroo courts, it's definitely not arbitration. Lawyers looking to prey on businesses love county courts because they can run up the legal costs massively and help force a settlement. They tend to be very plaintiff friendly, regardless of how frivolous the case.

I see a lot of people in politics support the concept of "local control". But as a dogma, it falls apart at a certain point. Let me present you the example of Higgins Lake, Michigan.
