Corvettes are too strong now that you can't counter them with desperation.... Maybe disruption matrix should disable all corvettes...I'm thinking for 5 minutes?

The files you will need to tweak will be the titan upgrade entities (in GameInfo)...IIRC they have names like TitanUpgradeSTUFF or something like that....in each file there will be a "count" that tells the game how many levels there are (for that upgrade) and consequently how many times it needs to "search" the file for data (where each search gives it the stats for a single level)...you need to change this
I would say those short time frames only apply to team games....if they do FFAs or multiteam games, there's no guarantee... But since team games are where all the fun is at.........
The dev.exe is in the same directory as the normal .exe.... If you are talking about Rebellion, then you got it through steam and therefore will have to go through that file location to find the game....games are in steamapps (or something like that).... Short answer is NO....you can't change the max level (which is 10) nor can you change the number of ability points earned per level..... HOWEVER, you do have some other options....you could set the 3 abilities and 3 upgrades (HP, DPS, and AM) to have only three levels instead of four...combined with the ultimate (which you would leave as having two levels), that would give you exactly 20 "upgrades", meaning everything could be filled... Look at the Synergy ability...it has a target filter that makes use of the IsPsi thing.... If you made only the pirate faction(s) Psi (you'd have to change Advent and then synergy, not too hard) then you could do things that specifically target them... For example, you could make an AoE like armistice that only affects psi ships....or allow a player to "bribe" ships/planets, but only those that are psi... Not that you couldn't do the above with complicated buff
There's a cap on how many times the buff can be applied...IIRC correctly the cap is 5 so once more than 5 ships die in quick succession you aren't getting any more firepower bonuses...
Biggest issue with AI is that it has resource/income cheat...this allows it to field disproportionately more anti-module ships than a human ever would... So, the key to any defense when going against the AI is having one that is good against those ships...fighters are the best for this, but you will have to micro them so that they are shooting the ogrovs or adjudicators and not flying around trying to hit bombers...

Well...I don't think TAR allies you with the rebels at the occupation planet...but I don't know if their behavior will work for you...
The Stars mod had an interesting way of dealing with "pirates"...I don't know exactly what he did but the mod had "pirate" factions that acted like normal players and would go out and attack you....I don't recall how they were set up but you may be interested in checking that out... I don't know what you are trying to do, but you may also consider the IsPsi Boolean in the player file...the only thing that I know of that uses it is the synergy ability on the advent beam pla

I've noticed that I can go to higher thresholds in full screen mode than I can in windowed... By that I mean I can run at faster gamespeeds (2x, 4x, etc) and with more ships (we are talking hundreds upon hundreds in combat) in full than in windowed...course, that's things done for testing, not your typical gameplay so it may not matter for most people....
