You probably have the 'one week waiting period' for attack in play, from the vote in the UP(United Planets). Go to the UP screen and check if it is in effect.

Yes, the game font can be deceptive. Look closely and you will see the difference between the 5 and 8. I had the same problem until I changed screen resolution.
There is a check box in the update menu, right under the pic of the ship. It will allow you to update all ships of that specific design. Then it will tell you how many of those ships you have and it will give you the cost to upgrade them all. Remember when you do this, it will also upgrade ship building at your planets to the new class. So always check on your building queue if you still want the old ships built.
There is a setting in "pre-game" that allows for Tech Research speed. It does effect the scaling. Try using the 'slow' tech setting. It will slow everyone down and cause the tech to progress at a more even scale. AGAIN, Random Events can skew these results...
Basically, the farther from a planet the base is, the less the influence will effect it. Closer is better.
Saving the ship design as a template does the same thing. It will remove all the systems and weapons when saved as a template. Although the ship pic will show them, they will not be there when you use the template. It's easier to use and you can delete the ship designs that may be "one of a kind" with added foreign tech after the game ends.

Yes, it does carry over. It stays with the ship as a modifier along with levels and the rest of them.
They are for ToA on a tough or painful level. You will get a higher level of play from them as the level modifiers are built into the custom race files. You won't need to go higher on the difficulty level, but you can if your into pain! I don't get into metaverse play so I'm not sure if they'll work. I imagine not as metaverse play would be an equalizer so that all players are playing on the same level for evaluation. But your welcome to check them and see. Let me kn
You know, if you don't like what the stock races are doing. Do what I did. Create your own. I have a varied collection of races based off their original race but edited in the pre-game editor and edited their xlm files with Word. I created a playtest map and have tweeked them down to pretty solid races that do well in all the games I play. If your interested in them just post and I'll see about uploading them here.
The maps need to be done in increments. If you made massive changes it has a tendency to corrupt the save file. When I work on a map I do a little and save it (as map001). Then do some more and save it as a new map (map002). When I save the map, I also then load it back in from the save file to check that the map file is still being read by the editor (which is the same as loading it into a game). I turned it off after a game when the AI surrendered (IIRC Thalan) without losing a planet and transports were still a way off on the tech trees (for everyone). It was "very early" in the game!!! I saw no reason for it and decided to just stop using it.
If the game "warns" you about saving the file over an existing one "take it," and change the name. Then quit the editor and go back in and delete the old ship. DO NOT try to delete files of ships that are being used in a game!!!
The AI surrenders too quickly! Better off not using it unless the AI get changed to reflect better balance in it's decision to surrender.
Start your game and use the "save map" key (IIRC ctrl-G) in the cheat mode. Edit your map with what you want and start the game up again by loading the map you edited.

I've had the pirate event once, toward end game tech levels. They were gross! BUT I survived by reloading the game from the previous turn save. USE THE GAME SAVE FUNCTION if you have a good game going and you don't want to lose it... I posted in another thread about that. Uninstall GC2, delete all file folders created by the game in "My Computer" foilder or just delete the files in it. Use a registry cleaner if you have one. Then reinstall it and it should look for Impulse to download the game.
