I would try updating drivers (if there are any that exist) and see if that helps alleviate the problem.

I play them on single player or with a few friends over a few weekends via LAN or IC. We play 1x speed and have very few problems. Everytime you double the speed you are effectively doubling the rate at which all processes have to be pushed through the cpu, roughly. Plus with the harder AI they gain resources that much faster which means more actions buying and building which means more items on the map faster and quicker. It's just a very large workload on the cpu at 2x speed versus 1x speed.
No official word has been given on when / if support for Sins, Entrenchment, Diplo/Trinity will end. It does seem however that they will be focusing more so on Diplo/Trinity if they focus on anything outside of the new stand alone expansion.

Is it a Dead Asteroid? Does it have a buff that reduces population? I've run across this sometimes, once it happened five games in a row before I got a good roid start.

If it's not a big problem, try reverting back to the pre-beta patch and then re-updating. Uncheck 'show pre-release' and you should have that option to 'restore' files.
There are a few issues with it that cause problems unfortunately, path finding being one of the more prevelent and all issues related to it.

Having some more time and feeling a bit better (so far) I will be looking into the clouds this weekend and how they interact with the TSOP mod. Just keep in mind that the longer they stay present, it will increase overall system resources. Something to keep in mind when it comes down to stress testing the mod in the future.
I know for example in a few other mods that there are multiple fighters you can 'upgrade' or 'unlock' so perhaps this is something to think about. Speaking of Scouts ... the Centauri Scout ...
