The DPS could use a boost. I think the big thing is to move the wave damage bonuses down some tiers. Why are these level 4,5, and 7 respectively? This makes no sense at all. Level 7 upgrades are ungodly expensive, and at best would be used on a 100 enforcer composed fleet. You ever had that? Neither have I. Upgrade seriously needs to move down to 2, 4, 5, respectively like the others.

All I ask is to be patient. You see my Unit guide? That took me (with my 7 month Hiatus removed) five months of slow going to churn it out. I did it in bursts, cause it got kinda gruelling at points. I think I finished purely because I couldn't stand leaving it half done. I think I'll be doing the same here. If a vasari turret has the said ability and shoots an enemy ship, that ship won't regenerate health on its own for a looooong time. Ships naturally regenerate health/shields slowly, like 1 hps and 1 sps. This ability takes that away. The ship will have to be sent to a repair bay if it's to be healed anytime soon.

I've long had an issue with making a fleet of flak. It destroys scouts and long range frigates yes. Basically by being so though that neither has a prayer of beating it. My issue is that you can only aim the front guns. Flak actually do well against Illums because they have "side beams" too, or on flak, ass cannons. The Vasari flak fires in two ways. I hope a DEV reads this. I just had a bit of an epiphone. Make a random mape mode where each person is going to get their own star. Say, 8-10 planets around each star, and 1 of those planets is a pirate base, so really 7-9. Devs, you can pick the number. Personally I say 8. No black holes. None. Ok. Maybe get a set up for having one black hole per system, and all of these black holes go off into another "system" where you can go from one system to another via black hole.

It's a bit tough to categorize Tier 2 and Tier 3. These are all solid players. Guys on tier 2 have done something to impress me consistently. Guys on tier 3, it's a little more cloudy. I doubt I'm justified in putting all of the guys who I say are tier 3 there, but I think I'm pretty close. I think the best I'm going to get to "categorizing" accurately is probably within 1 tier. Besides. I'm going to write reviews explaining why I think they fall there. I have no problem being correct

The devs gave the turrets some decent abilities in entrenchment. The vasari turret stops passive hull reintegration. The TEC cannon gets missiles at tier 4, and it's actually a nasty ability if in numbers of 10+. The advent get the most unique one. If you cluster turrets together, they do more damage based on how clustered and close to others they are. Except for starbases, it's hard for me to argue that defenses can stand alone. I say yes and no here. You proved the enforcer is weak, but the enforcer has reintegration. Perhaps the fix here is to lower the time it takes for the Enforcer to heal itself (From 720 health over 40 sec to say 720 health over 10). It's tough to balance the enfrocer because it's the only HC with a healing ability. The devs did that intentionally.
