you can only build 1 starbase in a grav well. stars can have up to 4 starbases. to my understanding, fighter movement is a mod feature that makes ships in the fleet move in a similar way to strike craft. if im wrong im sure a modder will correct me. star trek legacy - nuff said. i had such high hopes for this game. any game with a boss that can only be killed in one very specific way. any game that the UI design took a big back seat to the rest of the game. the UI has to be smooth and simiple. i think SINS has a great UI. everything is very clear and easy to understand. in contrast, Sword of the Stars is overly complex. ah here is a great one for the old schoolers... try downloading fences again and choose save instead of open. save it to your desktop . once downloaded open it directly from the desktop and see if you still get the error. if you still have trouble, i wonder if the app may not like your non-US version of windows at which point you might want to follow up with support.

you might want to dig into the video card a bit and see if it needs updated drivers. nvidia cards are especially picky imo and updates have fixed odd issues like this for me.

umm... weird post i guess... my opinion on...entrenchment? blinding awesomeness that can be enjoyed in quick 20 min jaunts or over the course of a week. with and without human players the game can be a challenge. if you enjoy space games, rts, tactical combat, and even a bit of rpg then you should love sins and entrenchment.
