No, it doesn't. You see, the game actually uses 2 folder: one for the installation itself, and a second for "personal"/constantly-changing data. The place of these folders might change in accordance with your OS. On my rig, you'll find the personalized folder under User/MyDocuments/MyGames/GC2TwilightArnor There you need to delete ALL *.raceconfigxml-files.
