Turning your settings down will likely have little to no effect on sim speed. Unless they improve the sim speed performance this is always going to be a problem. Stardock have the minimum and required specs, if people meet these then they should be able to run at a reasonable sim speed, even if the have put graphics quality right down.

Did you try starting the game with /nosound in a shortcut?
It's a kind of measure of how well your CPU is performing in the game, and signifies how fast you can run the game. You can press tab to check your sim speed. If you go into game options you can set the gamespeed to adjustable. If you are on +4 sim speed then you can theoretically run the game at +4 speed, if you are on +1 you can run the game at normal speed. If you are 0 or -1 or lower then you run the game slower than required

You can do '/' forward slash on your keypad to check your FPS during the game, and press TAB to check your sim speed. I would expect you shoudl have 2gb+ of system Ram, Single core processors will suffer quite a bit, but any dual core should in theory be able to run this type of game quite well (but they don't)
ILK: You clearly aren't running full 5v5 multiplayer games with fast respawn, and people are clearly having problems with it. There are plenty of issues with it, that is pretty clear - many people don't even know what sim speed is and would probably put the problem down to FPS. I seriously doubt you ever run anywhere near 15 sim speed in a full game with lots of units. I know people with new quadcores and it starts at 10 or 9 for them at the very start of the match. They can allow it if they want to... just because not many other RTS haven't done itm doesn't mean they should follow the trend.
I'm yet to see an official response on the simspeed issue - so I wouldn't hold my breath. Seems like they will just try and sweep it under the rug. I know they have their hands full with the multiplayer issues - but this is a big issue as well.
FPS isn't an issue for most people, keep an eye on your sim speed.
Wouldn't it be nice if you could join a game in progress, and choose one of the AI controlled demigods to take over? This would solve the problem when someone has a connection problems for lan and other closed games where you know who is playing, you wouldn't have to start the game all over again after playing for ages. This is a great feature in my opinion, and not enough games do it.

If you want to really test your system, pick a large map with heaps of spawns, use 5v5 General DG's only, turn spawn rate on fast. This even brings the new quad cores down to sim speeds of 1 or 2. p.s In case you didn't know, press TAB to bring up the scores, one of the columns also lists your sim speed
I know people that get as low as 0, and even lower -1/-2. Someone I know had stuff running in the background and it went to -5. There isn't much you can do about it, make sure there are no unnecessary applications running, disabling your antivirus may help, just be sure to turn it back on. Unless they make improvements to the gamecode the only option you have is to buy a better cpu. They never fixed this issue in Supreme
Yeah you will get probably an extra 1 sim speed without sound... but its not something you really want to play without. Some people have driver issues and will get more benefit from disabling sound. It has nothing to do with network latency, because it happens in single player games as well. If your computer is struggling, put the Unit Spawn rate to slow, and play the blue snake map, I think that one runs the best. Also

FYI, my friend and I both have pretty much identical systems, we both use comodo etc. Windows XP For some reason I can run the game no problem even with comodo going and he can't. He disabled the defense and that worked but you shouldn't have to do that. When he has defense+ enabled, he can actually start the game by spaming the .exe - eventually this gets him in even with comodo. Neither of us have logitech stuf
